Dr. Harriet C. Baylies, later Harriet Baylies Mantell, was born on April 19, 1924, in Manhattan, New York City, to Harold and Celia (Zomback) Baylies. Her formative years coincided with a period of expanding opportunities for women in higher education and professional fields. She pursued a rigorous academic path, earning a Bachelor of Arts degree from Hunter College, where she was inducted into Phi Beta Kappa. She then achieved a Master of Science degree in Genetics from the University of Wisconsin. Demonstrating a commitment to medicine, she earned her MD from Northwestern University Medical School in Chicago, graduating with Alpha Omega Alpha honors. Following her medical degree, she completed her pediatric training at the Children’s Hospital of Philadelphia and became certified by the American Board of Pediatrics. On July 11, 1948, in Manhattan, she married Dr. Gerald J. Mantell, beginning a marriage that would span over 76 years.

Dr. Mantell’s career as a pediatrician spanned several states and institutions, reflecting a dedication to child health and developmental care during the mid-to-late 20th century. She served as Chief Pediatrician of the Multiple Handicap Clinic at Children’s Mercy Hospital in Kansas City, Missouri, and held faculty appointments as Assistant Professor of Pediatrics at both the University of Kansas Medical School and the University of Missouri School of Medicine. Later, in Allentown, Pennsylvania, she took on significant administrative and clinical leadership roles at the Allentown State Hospital. There, she served as Assistant Superintendent of Clinical Services, held the position of Acting Superintendent, and directed the Mental Health Institute for Children, contributing to the evolving landscape of mental health treatment for young people.

After retiring from her formal medical practice, Dr. Mantell remained deeply engaged in her community. She volunteered for Hospice and Planned Parenthood, advocating for healthcare access and support. Her commitment to public service extended to consulting for crippled and retarded children in Allentown and serving as a Common Ground mediator. She also dedicated time to tutoring immigrant physicians, helping them qualify to practice in the United States. A proponent of secular humanism, she lived to be 100 years old, passing away on September 28, 2024, at Luther Crest in Allentown. She was buried at Green Meadow at Fountain Hill Cemetery in Fountain Hill, Pennsylvania. Her legacy includes her husband, Gerald J.
